The Montagu-Chelmsford Report of 1918 proposed constitutional reforms for India, which subsequently led to the Government of India Act 1919. While a significant section of the Indian National Congress condemned these proposals as insufficient, a group of moderate leaders held a different view, considering the reforms a step towards self-government. This divergence of opinion led to a split within the Congress. Consequently, these moderate leaders, including Surendranath Banerjee, Tej Bahadur Sapru, and M.R. Jayakar, separated from the Congress and formed the Indian Liberal Federation in 1919. This new organization aimed to work within the framework of the British government to achieve constitutional progress.
Swarajya Party: This party was formed in 1923 by C.R. Das and Motilal Nehru. Its primary objective was to contest elections to the legislative councils established under the Government of India Act 1919 and to obstruct government policies from within. Its formation was a response to the suspension of the Non-Cooperation Movement and not directly linked to the initial condemnation of the Montagu-Chelmsford Report by Congress leaders.
